former legislator and Education Secretary Raul S. Roco.



Naga City Mayor Jesse M. Robredo graced the occasion and inspired the
participants on the importance of youth in nation building.


Mrs. Sonia M. Roco, Founding President of Raul S. Roco Foundation
and Chair of the Raul S. Roco Youth Achievement Awards (RSRYAA)
emphasized the significance of the Raul S. Roco Youth Awards
in the Bikol youth and her continuing advocacy to inspire
the youth to participate in the community

2008 Best Bikolano Youth Organization of the Raul S. Roco Youth Achievement Awards


Pag-Asa Youth Association of the Philippines (PYAP) ofthe municipality of Pamplona, Camarines Sur for their project Dunong Kwarta sa Bio-sand Filter

Which provided safe and potable water units using Bio-Sand Filter to more than 3,000 families located in the remote barangays of Pamplona and Pasacao, Camarines Sur and in Tabaco, Albay,likewise to residences not served by the local water districts.

Such a project reflects Senator Raul S. Roco’s belief that service to others must build self-reliance, and that Filipinos have a right to living a healthy life.


Other finalists who recieved Php 10,000.00 and a glass trophy are:


Second. SCHOLARS’ LEAGUE, Sorsogon State College, Sorsogon City for its project I-UPLIFT (Intellectuals United for Literacy Feats and Training)

For giving enrichment classes in Math, English, Writing and Reading last summer to grade school children of Barangay Cambulaga, Sorsogon City which is frequently afflicted with red tide during the summer months.

I-UPLIFT, in serving those educationally deprived children, were in turn uplifted by gaining the respect of their elders, as they gave credence to Senator Raul S. Roco’s vision: the youth can be active nation-builders today.

Third. Society for the Advancement of Management and AgricultureEconomics (SAMAE) of the Camarines Sur State Agricultural College, Pili, Camarines Sur for its project E-skool Outreach Project: A Basic Computer Literacy Program for Binobong High School

The project has provided 20 selected students from Binobong National High School located in a remote barnagay of Pili, Camarines Sur, free basic computer training every weekend for a month at the CSSAC Campus.

This basic training offered the opportunity to expand their knowledge and skills and therefore is aligned to Senator Raul S. Roco’s dream of every Filipino contributing productively to the strengthening of community.

Fourth. KABATAAN BUSIG-ON ORGANIZATION PHILIPPINES of Labo, Camarines Norte for their project
Information Caravan on Global Warming for dessiminating information-awareness specifically on environmental issues regarding both local and global concerns through their Sunday program broadcast in Labo’s Community Radio Station DWLB FM 89.7. Its coverage reaches all 52 barangays of the municipality of Labo.

This one-of-a-kind project supports Senator Raul S. Roco’s belief that media can propel communities to
positive action which eventually leads to national development.

Fifth. Young Counselors Organization of College of Agriculture and Natural Resources (CNAR) of Camarines Norte State College, Labo Campus, Talobatib, Labo, Camarines Norte for their project CANR Bigay-Saya

The project has facilitated the donation of used books for the barangay library of Talobatib to develop the habit of reading in the community, making the books accessible to three nearby schools. Toys, clothes and other extra items were distributed to Gawad Kalinga families in barangay Maslong, Labo, Camarines Norte.

This project strengthened what Senator Raul S. Roco, who was an avid reader himself always said to the young, "Read! Read! and Read!.
