2008 Best Bikolano Youth Organization of the Raul S. Roco Youth Achievement Awards


Pag-Asa Youth Association of the Philippines (PYAP) ofthe municipality of Pamplona, Camarines Sur for their project Dunong Kwarta sa Bio-sand Filter

Which provided safe and potable water units using Bio-Sand Filter to more than 3,000 families located in the remote barangays of Pamplona and Pasacao, Camarines Sur and in Tabaco, Albay,likewise to residences not served by the local water districts.

Such a project reflects Senator Raul S. Roco’s belief that service to others must build self-reliance, and that Filipinos have a right to living a healthy life.

Second. SCHOLARS’ LEAGUE, Sorsogon State College, Sorsogon City for its project I-UPLIFT (Intellectuals United for Literacy Feats and Training)

For giving enrichment classes in Math, English, Writing and Reading last summer to grade school children of Barangay Cambulaga, Sorsogon City which is frequently afflicted with red tide during the summer months.

I-UPLIFT, in serving those educationally deprived children, were in turn uplifted by gaining the respect of their elders, as they gave credence to Senator Raul S. Roco’s vision: the youth can be active nation-builders today.

Third. Society for the Advancement of Management and AgricultureEconomics (SAMAE) of the Camarines Sur State Agricultural College, Pili, Camarines Sur for its project E-skool Outreach Project: A Basic Computer Literacy Program for Binobong High School

The project has provided 20 selected students from Binobong National High School located in a remote barnagay of Pili, Camarines Sur, free basic computer training every weekend for a month at the CSSAC Campus.

This basic training offered the opportunity to expand their knowledge and skills and therefore is aligned to Senator Raul S. Roco’s dream of every Filipino contributing productively to the strengthening of community.

Fourth. KABATAAN BUSIG-ON ORGANIZATION PHILIPPINES of Labo, Camarines Norte for their project
Information Caravan on Global Warming for dessiminating information-awareness specifically on environmental issues regarding both local and global concerns through their Sunday program broadcast in Labo’s Community Radio Station DWLB FM 89.7. Its coverage reaches all 52 barangays of the municipality of Labo.

This one-of-a-kind project supports Senator Raul S. Roco’s belief that media can propel communities to
positive action which eventually leads to national development.

Fifth. Young Counselors Organization of College of Agriculture and Natural Resources (CNAR) of Camarines Norte State College, Labo Campus, Talobatib, Labo, Camarines Norte for their project CANR Bigay-Saya

The project has facilitated the donation of used books for the barangay library of Talobatib to develop the habit of reading in the community, making the books accessible to three nearby schools. Toys, clothes and other extra items were distributed to Gawad Kalinga families in barangay Maslong, Labo, Camarines Norte.

This project strengthened what Senator Raul S. Roco, who was an avid reader himself always said to the young, "Read! Read! and Read!.

10 youth projects vie for 2008 Raul Roco Achievement awards

NAGA CITY --- Ten projects by various youth organizations in the Bicol region were evaluated and were enjoined to complete their documents and supporting information by September 1 this year for an ocular visit which precedes their final judging and conferment of awards on the birth anniversary of the late Senator Raul S. Roco on October 26, 2008. The ten projects in the second Raul S. Roco Youth Achievement Awards (RSRYAA):
The establishment of a community-based “Nursery in Taisan, Sipocot, Camarines Sur” by the Bicol DeMolay Alumni Chapter No. 36, whose president is Retchie S. Pinangang; the community-based “HIV and AIDS Prevention Campaign” by the Philippine Rural Reconstruction Youth Association, Camarines Norte Chapter, headed by Joferan P, Baylon in Daet, Camarines Norte; the “Concreting of the Cemetery Pathway” by community-based Pag-Asa Youth Association of the Philippines, headed by Arvin C. Regidor, in the Poblacion of Pamplona, Camarines Sur;
The school-based “I-UPLIFT: Intellectuals United for Literacy Feats and Training” by the Scholars League headed by Jay Boy E. Evano of the Sorsogon State College in Sorsogon City; the “E-school Outreach Project” of the Society for the Advancement of Management and Agricultural Economics (SAMAE), headed by Jayson M. Nolasco, of the Institute of Economics and Management of the Camarines Sur State Agricultural College in Pili, Camarines Sur;
The school-based “Faces of Hope: Developing Future Leaders in Fiat Children’s Home” of the Student Nurses Association, headed by Victor Nelson R. Samonte, of the Catanduanes State Colleges; the community based “Barangay Youth Information Caravan” of the Kabataang Busig-on Organization Philippines, headed by Peejay A. Molina of the Poblacion in Labo, Camarines Norte; the community-based “Para kay BEN: Madramang Kantayawan Handog Ng Kabataan” of the United Responsible Youth Council, headed by Jonathan V. Saldivar of barangay Bapor in Masbate City; The school-based “CANR Bigay Saya Program (Community Outreach Program to Indigent Beneficiaries)” of the Young Counselors Organization headed by Shigenori N. Ezaki of Talobatib, Labo, Camarines Norte; and the school-based “Youth Development Training Seminar” of the Peer Counselors Organization, headed by Cecilia Doronela of the University of Nueva Caceres in Naga City.
The project proposals were evaluated by a committee chaired by Dr. Amparo Nieves, whose members are: Atty. Marion Legacion, Florencio Mongoso, J. Antonio Amparado, and Councilor D.C. Nathan Sergio.
Last year, the project “Pathways to Higher Education” of the Ateneo de Naga University Youth Group romped away with the top prize of P50,000 and a trophy designed by national artist Salvador Bernal. The project was chosen for the proponents’ well-planned and project-focused advocacy in promoting the love for reading in two chosen schools --- the Tinago High School and the Leon Q. Mercado High School --- thus “admirably emphasizing the great importance of reading in the education of the youth and lovingly preparing reading and writing modules fitted for fourth year levels and interest”. The project was said to have been inspired by Raul S. Roco’s being “an avid reader, thus a great leader”.
The objectives of the RSRYAA:
First, to honor the life of one Filipino, Raul S. Roco, who having sowed the seeds of change, believing that the Filipino is good, honest, hardworking, heroic and honorable, lived his life serving his people with grace and wisdom, loving his country to his death.
Second, to recognize the important role of the youth in nation-building even as he said: “The youth is called to serve their country not tomorrow but today”.
Third: for the winner, to serve as role model of leadership in community service and whose project might serve as a solution to a particular problem currently affecting their community that may result in a social transformation that will uplift the socio-economic, ecological, moral and political situation in the area where they have chosen to serve.
The project proposed may have any number of members, from ages15 to 25, who are school-based or church-based or barangay-based o by an organization of out-of-school groups, officially endorsed by the head of school, parish priest or barangay captain or the Department of Education, regardless of religion, sex, social status, ethnicity, ideology and political affiliation. jfo

2nd Roco Youth Awards Underway

CAMARINES SUR (APRIL 4) –
For the second year in a row, the Raul S. Roco Foundation is searching for outstanding youth organizations in Bikol.

Established after his death in 2005, The Raul S. Roco Youth Achievement Award is annual search for Bikol-based youth groups with exemplary projects and programs which embody the ideals of the late Bikolano statesman.

According Roco Foundation official Riko Vinluan, the foundation will be much stricter than it was during the last year’s contest. Vinluan explained that there is a need for a screening this year.
Members of the Board of Judges come from different sectors: the city government of Naga, Archdiocese of Caceres, the academe, media, non-government organization, local government units, and the business sector. Another judge, representing the Roco Foundation, also joins the rank of the board.
Aside from the normal requirements asked of the participants, they are also obliged to implement and complete their submitted proposals within 6 months.

Submitted proposals are selected by the Board of Judges and are released to the public during the closing days February. The youth organizations then have until August 26 to complete their chosen projects. After submitting documents and proofs of implementation of their projects, the Board of Judges shortlist the entries to ten semi-finalists. For the next month, the judges will visit the project and inspect them, further screening of the ten semi-finalists and choosing the five finalists by September 26. The remaining five finalists then undergo final judging and interviews.

The awarding ceremony is held every year on the 26th of October, declared as Raul S. Roco in Naga City.
Four finalists-groups will receive a trophy and P10,000 in cash while the best youth group will receive trophy and a cash 50,000.

Of the five final groups last year, two came from Ateneo de Naga University, the late senator’s alma mater. Pathways for Education won the grand prize while Ateneo Eagles was one of the four finalists. Alec Santos

2nd RSRYAA Extended Date of Submission of Proposals

The 2nd Raul S. Roco Youth Achievement Awards deadline for the submission of Proposal has been extended until FEBRUARY 29, 2008 to accomodate youth organizations whose submission of proposals were hampered by school activities and for those interested participants in the provinces of Catanduanes, Sorsogon and Masbate.

Also, project proposal/application can be submitted to all Jollibee outlets in the region.

To our distinguished guests of today’s affair, Mrs. Sonia M. Roco, president of Raul S. Roco Foundation, and her company; Hon. Leovic R. Dioneda, our beloved city major, Sorsogon City; youth leaders of the different youth organizations; faculty and administrative staff sakuyang kapamilya/kapuso of Sorsogon State of College: guests; ladies and gentlemen, a pleasant morning to all of you.

It is with great honor and pride that I welcome all of you in this very significant event, the Launching Ceremony of the 2nd Raul S. Roco Youth Achievement Awards. This is a very noteworthy and commendable occasion spearheaded by no less than the good spouse of the late Senator Raul Roco, whose life and examples continuously inspire and motivate all of us. The Raul S. Roco Achievement Awards is a means of encouraging the youth of today to make use of their talents and potentials as the late Senator Roco did during his youth feel days. He was no extraordinary man, but he did extraordinary things. It is because of his dedication coupled with hard work and perseverance to pursue his goals that made him one of the greatest leaders our country has had. As a Bikolano He made us all Bikolanos proud becuase of the legacy that he left which gave a positive impression on all Bikolanos. And so, as Bikolanos, we are all challenged, especially the youth, to be active and dynamic, to persevere in our pursuit of our goals in life, and exerts all efforts to be better individuals, and eventually achieve greatness in our own little ways.

He it gives me joy to welcome all of you in this wonderful occasion, and may this affair inspire us and stimulate the potentials imbedded in each and every one of us.

Good morning, Guests, Mrs. Sonia Roco, Municipal and Provincial Officials, fellow youth officials and students, ladies and gentlemen!

I take pride to welcome you all in this laudable project of Raul S. Roco Foundation, and the City Gov’t of Naga- The Raul S. Roco youth achievement awards.

My memory of Raul S. Roco, reminds of how Bicolano plays a significant role in nation building. This, however, is a reality, when I was chosen as SK Federation President of Virac Catanduanes. I realized that the youth, is the most essential sector in the society in securing the future of this province.

May this occasion brings a positive effect in building a province with effective governance whose priorities is to develop the youth as the hope of our nation.
