The ORGANIZING COMMITTEE of RSRYAA is launching the 5th Raul S. Roco Youth Achievement Awards for 2011. In view of this, we are inviting the student and youth organizations to participate in this Search.

The schedule of preparatory activities is as follows:

MARCH 15: Deadline for the submission of Application Form
MARCH 29: Final submission of the required documents and the proposed project
MARCH 30: Announcement of qualified projects.

Qualifiers to the 4th Raul S. Roco Youth Achievement Awards

11 youth organizations have submitted a project proposal and seven (7) were evaluated as qualifiers. These organizations were directed to proceed with the implementaton of their project based on the submitted project proposal and are expected to submit the details of the progress on the first week of Septembe 2010. The qualified youth organizations in the fourth edition of Raul S. Roco Youth Achievement Awards are:

1. Junior Trainer's Circle's The MAKABATA Project, community based youth organization in Naga City
2. Society of Junior Fellows ' Tabang kay Titser asin kay Tugang (3Ts) of University of Nueva Caceres, Naga City
3. Electrical Engineering Students Society's Project LIGHTWISE of Cam. Sur Polytechnic Colleges, Naga City
4. Junior Finance Executives' WOMENOMICS of Partido State University, Goa, Cam. Sur
5. Baao Community College - Supreme Student Council's Backyard enhancement for Sustainable Living of Baao, Cam. Sur
6. Sararo Utak-Oragon Youth Organization's Utak Oragon Program, a church-based youth organization in Baao, Cam. Sur
7. Alliance of Conscienticized and Empowered Students' Computer Literacy Program of Bgy. Abo, Tigaon, Camarines Sur.

The project proposals were evaluated by Dr. Amparo Nieves as Chair of the Screening Committe and Ms. Lucille Del Valle as member last March 7, 2010.The Secretariat.

NCF Senior Scouts Outfit, 2009 Most Outstanding Youth Organization

It was June of this year when the NCF Senior Scouts Outfit formed MASK or the Mata Ayaw Sa Kalat Project. This was their official entry to the Raul S. Roco Youth Achievement Awards. The said project was inspired by the late Sen. Raul S. Roco whose ideals, vision and advocacies include the protection of the environment. The NCF Senior Scouts involved Barangay Carolina in Naga City for their mission to clean-up the Inarihan Stream. Various promotions were conducted, which included a room-to-room campaign within the Naga College Foundation; followed by a “Poster Making Project” involving the public schools in Barangay Carolina. The posters were used as signages along the riverside, reminding the community to keep the Inarihan Stream clean.

It was on October 26, 2009 when their efforts paid off. The NCF Senior Scouts Outfit was granted First Prize in the 2009 Raul S. Roco Youth Achievement Awards. Beaming with pride, the prestigious award was received by Mr. Benjamin P. Villanueva (NCF Chairman of the Board); Mr. Ramon H. Nuiz (Basic Education Department Principal); Mr. Al-Noel L. Asis (Senior Scout Outfit Adviser); Ms. Marivic V. Balance (Director for NCF Center for Social Responsibility); Ms. Alita P. Ballarda; Sctr. Danilo C. Roquid Jr. and the whole Senior Scouts Outfit. The award included a distinctive trophy as well as a P50, 000 cash prize to support the group’s future projects.

Mrs. Sonia M. Roco, wife of the late Sen. Raul Roco, expressed hope that the NCF Senior Scouts Outfit will pursue and replicate their project to the other Barangays. She added that the MASK is considered as an ideal project, which should be followed by fellow ‘scouts’ all over the Philippines in order to promote a clean environment.

Also present during the awarding were the children of Mrs. Roco and the late Sen. Raul S. Roco (Atty. Robbie Pierre M. Roco and Ms. Pia Roco); Naga City Mayor Jesse M. Robredo; Mr. Leon Flores (President of Aksyon Kabataan); Mr. J. Antonio Amparado; former Naga City Mayor Sulpicio S. Roco (who is also the brother of the late Sen. Raul Roco); and Ms. Corazon Alma De Leon (Philippine National Red Cross Secretary General).

October 26 coincides with the Birth Anniversary of Sen. Raul S. Roco, which is also being celebrated by the City of Naga as RAUL S. ROCO DAY.

On the occasion of the 5th Raul S. Roco Day, Leon Flores III delivered his speech entitled RAUL ROCO’S LIFE : A CELEBRATION OF YOUTH during the Awarding of the 3rd Raul S. Roco Youth Achievement awards at the Auditorium of Universidad De SAnta Isabel. here it is -

Ma’am Sonia Roco, Ma’am Corazon de Leon, Mayor Jess Robredo and Naga City officials, Former Congressman Cho Roco, Administrators of Universidad de Sta. Isabel, teachers, students, fellow youth, fellow youth leaders in Aksyon Kabataan and Yo!Noy or Youth for Noynoy Aquino (my apologies for the shameless plug), the Roco family, Bicolanos, mga Uragon, and fellow Filipinos, a pleasant morning to us all.

Today, October 26, we celebrate the life of a man who lived a full life. To paraphrase 2 Timothy 4:7, he fought a good fight, finished the race and kept the faith.

Father of the Bangko Sentral. Honorary Woman. Outstanding Student. Outstanding Lawyer. Outstanding Congressman. Outstanding Senator. Outstanding Cabinet Member. He would have made an outstanding President. Nay, in the words of some people, he was the best President this country could have had.

Raul Roco inarguably defied age. I would not know if only Belo touches his skin but he surely had no limits to his youth. His commitment to excellence prompted his insatiable thirst for learning even until his last few breaths. Nobel Prize winner Rosalyn S. Yalow was indeed correct in saying: “The excitement of learning separates youth from old age. As long as you’re learning, you are not old.” He espoused the values of work, study and prayer. Sipag, aral at dasal. He was a voracious reader. He believed in the power of constant study and learning. His life was indeed a celebration of youth.

We in Aksyon Kabataan (his ragtag youth-arm-cum-fans-club) had the privilege of discussing the country’s plight and issues with one of the most brilliant minds in the country. Every step of the way, he would make sure that we, the youth, would have a voice and were consulted. In the build-up months to EDSA 2 in 2001, I recall it was also the last week of October 2000 during our Youth National Conference in Cebu, RSR consulted us the youth whether we should likewise support GMA as Erap’s successor.

He was really ahead of his time. Back then, Roco already foresaw the tragedy that would befall on this country under a GMA leadership. But we the youth were clamouring and egging him on to support then Vice-President GMA. With matching eyeball-rolling, we thought he was just being his normal stubborn self. We were wrong. As youth, we were willing to compromise. We were being pragmatic. On the other hand, he remained idealistic. That irony was indeed one for the books. But we, along with other sectors, were able to convince him to throw his support for GMA. And the rest is history. And look at where we are now. We came to realize that his unparalleled ideals never faded. Roco’s flame of idealism never flickered. His life was indeed a celebration of youth.

Here was a man who raged against the whirlwind of money and machinery but was able to keep his integrity intact. Seeking to combine politics with idealism and sheer passion for public service, Roco did not pander to the whims of any self-serving interests. In one of our talks in Bacolod and seeking his advice on how a particular issue should be addressed, I could recall him whispering to me as we were walking in a hotel lobby: “Never lie. Lying never pays. Don’t make your life difficult by lying. When you lie, you have to create different versions of the story to different people. Make your life easier by seeking and telling the truth.” Roco’s integrity and character was beyond question. His life was indeed a celebration of youth.

Looking at the background, profile and projects of the awardees for this year’s Roco Youth Achievement Awards, it is commendable that we have a bevy of environmentally concerned youth groups here in Bicol - a place that is the most ravaged victim and recipient of climate change. I am certain Roco is smiling down on all of you. In 2004, he was adjudged by environmental groups as the greenest Presidential candidate in the Green Electoral Initiative Survey. In 2007, it was not surprising that his wife, Sonia Roco, was the greenest Senatoriable in a contest of 36 candidates by the same environmental survey. While other candidates awkwardly brandish themselves as a champion of the environment, the Rocos just toil and do what is right for the Mother Nature. Having said that, I guess it could be safe and valid to say that the Rocos are now one of the greenest families in the whole country. This concern stems from their realization that we are stewards of God’s creations. And all resources now are just borrowed from future generations. Roco really cared for the youth. In all the sorties and speaking engagements he went to, he would always ask where the youth are. Must be proximity to young minds that makes him youthful and salivate with energy. He always gave us face time. He was generous with his mentoring. His life was indeed a celebration of youth.

General Douglas McArthur, (yes that guy with the cool Rayban that shouted the now-famous quip “I shall return”) also once said:

“Youth is not entirely a time of life; it is a state of mind. It is not wholly a matter of ripe cheeks, red lips or supple knees. It is a temper of the will, a quality of the imagination, a vigor of the emotions, a freshness of the springs of life. Nobody grows old by merely living a number of years. People grow old only be deserting their ideals. Years may wrinkle the skin, but to give up interest wrinkles the soul.”

“You are as young as your faith, as old as your doubt; as young as your self-confidence, as old as your fear; as young as your hope, as old as your despair. In the central place of your heart, there is a recording chamber; so long as it receives messages of beauty, hope, cheer and courage, so long are you young. When the wires are all down and your heart is covered with the snow of pessimism and the ice of cynicism, then - and then only – are you grown old.”

If this be the benchmark and definition of youth, then by all counts, we could say Roco never grew old. He even got younger with time. Perhaps Roco would be the subject of Don Juan Ponce de Leon’s ire for having discovered the fountain of youth from within. No one could surpass his youthful energy and how this infected those around him.

Raul Roco was laid to rest on Aug. 11, 2005, a day before the whole world celebrated International Youth Day. Today, we pay tribute to the greatest youth of them all. A giant of a leader who remained forever young. He was called a lot of things in his life. Father of Bangko Sentral, “Honorary Woman”, Outstanding Senator. Pride of Bicolandia. Today, after careful review of his life, it is but appropriate for us to call him “Honorary Youth.”

In closing, I throw this challenge to all of us, to all of you. It is easy right now, at this phase in your life to be oozing with idealism, to fight for what is right, to be over-flowing with passion and energy. But as you grow older, the tentacles of despair, cynicism and traditional thinking could get the best of you. So rage, rage, against the dying of the light. And remember to look at the example of this Honorary Youth who lived an honourable life, a life full of youthful idealism, passion, character and energy. Let the Roco legacy live in you!

Pag-Asa Youth Association of the Philippines (PYAP) ofthe municipality of Pamplona, Camarines Sur for their project Dunong Kwarta sa Bio-sand Filter

Which provided safe and potable water units using Bio-Sand Filter to more than 3,000 families located in the remote barangays of Pamplona and Pasacao, Camarines Sur and in Tabaco, Albay,likewise to residences not served by the local water districts.

Such a project reflects Senator Raul S. Roco’s belief that service to others must build self-reliance, and that Filipinos have a right to living a healthy life.

Other finalists who recieved Php 10,000.00 and a glass trophy are:

Second. SCHOLARS’ LEAGUE, Sorsogon State College, Sorsogon City for its project I-UPLIFT (Intellectuals United for Literacy Feats and Training)

For giving enrichment classes in Math, English, Writing and Reading last summer to grade school children of Barangay Cambulaga, Sorsogon City which is frequently afflicted with red tide during the summer months.

I-UPLIFT, in serving those educationally deprived children, were in turn uplifted by gaining the respect of their elders, as they gave credence to Senator Raul S. Roco’s vision: the youth can be active nation-builders today.

Third. Society for the Advancement of Management and AgricultureEconomics (SAMAE) of the Camarines Sur State Agricultural College, Pili, Camarines Sur for its project E-skool Outreach Project: A Basic Computer Literacy Program for Binobong High School

The project has provided 20 selected students from Binobong National High School located in a remote barnagay of Pili, Camarines Sur, free basic computer training every weekend for a month at the CSSAC Campus.

This basic training offered the opportunity to expand their knowledge and skills and therefore is aligned to Senator Raul S. Roco’s dream of every Filipino contributing productively to the strengthening of community.

Fourth. KABATAAN BUSIG-ON ORGANIZATION PHILIPPINES of Labo, Camarines Norte for their project
Information Caravan on Global Warming for dessiminating information-awareness specifically on environmental issues regarding both local and global concerns through their Sunday program broadcast in Labo’s Community Radio Station DWLB FM 89.7. Its coverage reaches all 52 barangays of the municipality of Labo.

This one-of-a-kind project supports Senator Raul S. Roco’s belief that media can propel communities to
positive action which eventually leads to national development.

Fifth. Young Counselors Organization of College of Agriculture and Natural Resources (CNAR) of Camarines Norte State College, Labo Campus, Talobatib, Labo, Camarines Norte for their project CANR Bigay-Saya

The project has facilitated the donation of used books for the barangay library of Talobatib to develop the habit of reading in the community, making the books accessible to three nearby schools. Toys, clothes and other extra items were distributed to Gawad Kalinga families in barangay Maslong, Labo, Camarines Norte.

This project strengthened what Senator Raul S. Roco, who was an avid reader himself always said to the young, "Read! Read! and Read!.

10 youth projects vie for 2008 Raul Roco Achievement awards

NAGA CITY --- Ten projects by various youth organizations in the Bicol region were evaluated and were enjoined to complete their documents and supporting information by September 1 this year for an ocular visit which precedes their final judging and conferment of awards on the birth anniversary of the late Senator Raul S. Roco on October 26, 2008. The ten projects in the second Raul S. Roco Youth Achievement Awards (RSRYAA):

The establishment of a community-based “Nursery in Taisan, Sipocot, Camarines Sur” by the Bicol DeMolay Alumni Chapter No. 36, whose president is Retchie S. Pinangang; the community-based “HIV and AIDS Prevention Campaign” by the Philippine Rural Reconstruction Youth Association, Camarines Norte Chapter, headed by Joferan P, Baylon in Daet, Camarines Norte; the “Concreting of the Cemetery Pathway” by community-based Pag-Asa Youth Association of the Philippines, headed by Arvin C. Regidor, in the Poblacion of Pamplona, Camarines Sur;

The school-based “I-UPLIFT: Intellectuals United for Literacy Feats and Training” by the Scholars League headed by Jay Boy E. Saldivar of barangay Bapor in Masbate City; The school-based “CANR Bigay Saya Program (Community Outreach Program to Indigent Beneficiaries)” of the Young Counselors Organization headed by Shigenori N. Ezaki of Talobatib, Labo, Camarines Norte; and the school-based “Youth Development Training Seminar” of the Peer Counselors Organization, headed by Cecilia Doronela of the University of Nueva Caceres in Naga City.

The project proposals were evaluated by a committee chaired by Dr. Amparo Nieves, whose members are: Atty. Marion Legacion, Florencio Mongoso, J. Antonio Amparado, and Councilor D.C. Nathan Sergio.

Last year, the project “Pathways to Higher Education” of the Ateneo de Naga University Youth Group romped away with the top prize of P50,000 and a trophy designed by national artist Salvador Bernal. The project was chosen for the proponents’ well-planned and project-focused advocacy in promoting the love for reading in two chosen schools --- the Tinago High School and the Leon Q. Mercado High School --- thus “admirably emphasizing the great importance of reading in the education of the youth and lovingly preparing reading and writing modules fitted for fourth year levels and interest”. The project was said to have been inspired by Raul S. Roco’s being “an avid reader, thus a great leader”.

The objectives of the RSRYAA:

First, to honor the life of one Filipino, Raul S. Roco, who having sowed the seeds of change, believing that the Filipino is good, honest, hardworking, heroic and honorable, lived his life serving his people with grace and wisdom, loving his country to his death.

Second, to recognize the important role of the youth in nation-building even as he said: “The youth is called to serve their country not tomorrow but today”.

Third: for the winner, to serve as role model of leadership in community service and whose project might serve as a solution to a particular problem currently affecting their community that may result in a social transformation that will uplift the socio-economic, ecological, moral and political situation in the area where they have chosen to serve.

The project proposed may have any number of members, from ages15 to 25, who are school-based or church-based or barangay-based o by an organization of out-of-school groups, officially endorsed by the head of school, parish priest or barangay captain or the Department of Education, regardless of religion, sex, social status, ethnicity, ideology and political affiliation. jfo

2nd Roco Youth Awards Underway

CAMARINES SUR (APRIL 4) –
For the second year in a row, the Raul S. Roco Foundation is searching for outstanding youth organizations in Bikol.

Established after his death in 2005, The Raul S. Roco Youth Achievement Award is annual search for Bikol-based youth groups with exemplary projects and programs which embody the ideals of the late Bikolano statesman.

According Roco Foundation official Riko Vinluan, the foundation will be much stricter than it was during the last year’s contest. Vinluan explained that there is a need for a screening this year.
Members of the Board of Judges come from different sectors: the city government of Naga, Archdiocese of Caceres, the academe, media, non-government organization, local government units, and the business sector. Another judge, representing the Roco Foundation, also joins the rank of the board.
Aside from the normal requirements asked of the participants, they are also obliged to implement and complete their submitted proposals within 6 months.

Submitted proposals are selected by the Board of Judges and are released to the public during the closing days February. The youth organizations then have until August 26 to complete their chosen projects. After submitting documents and proofs of implementation of their projects, the Board of Judges shortlist the entries to ten semi-finalists. For the next month, the judges will visit the project and inspect them, further screening of the ten semi-finalists and choosing the five finalists by September 26. The remaining five finalists then undergo final judging and interviews.

The awarding ceremony is held every year on the 26th of October, declared as Raul S. Roco in Naga City.
Four finalists-groups will receive a trophy and P10,000 in cash while the best youth group will receive trophy and a cash 50,000.

Of the five final groups last year, two came from Ateneo de Naga University, the late senator’s alma mater. Pathways for Education won the grand prize while Ateneo Eagles was one of the four finalists. Alec Santos

It is with great honor and pride that I welcome all of you in this very significant event, the Launching Ceremony of the 2nd Raul S. Roco Youth Achievement Awards. This is a very noteworthy and commendable occasion spearheaded by no less than the good spouse of the late Senator Raul Roco, whose life and examples continuously inspire and motivate all of us. The Raul S. Roco Achievement Awards is a means of encouraging the youth of today to make use of their talents and potentials as the late Senator Roco did during his youth feel days. He was no extraordinary man, but he did extraordinary things. It is because of his dedication coupled with hard work and perseverance to pursue his goals that made him one of the greatest leaders our country has had. As a Bikolano He made us all Bikolanos proud becuase of the legacy that he left which gave a positive impression on all Bikolanos. And so, as Bikolanos, we are all challenged, especially the youth, to be active and dynamic, to persevere in our pursuit of our goals in life, and exerts all efforts to be better individuals, and eventually achieve greatness in our own little ways.

He it gives me joy to welcome all of you in this wonderful occasion, and may this affair inspire us and stimulate the potentials imbedded in each and every one of us.

My memory of Raul S. Roco, reminds of how Bicolano plays a significant role in nation building. This, however, is a reality, when I was chosen as SK Federation President of Virac Catanduanes. A project of the Raul S. Roco Foundation and the City Government of Naga, supported by JOLLIBEE, and the local government units of Sorsogon City, Virac, Catanduanes, Daet, Camarines Norte, Sorsogon State College, Catanduanes State Colleges, Camarines Norte State Colleges, Bicol University.

RATIONALE

“The best president the Republic of the Philippines never had,” Raul S. Roco (1941-2005) had exemplified outstanding public service during his incumbency as a Philippine legislator: as a district representative from Camarines Sur and as a senator from Bikol, and as an education secretary. Truly, he was one of the few statesmen the country ever had.

He loved and believed in the young Filipinos especially in the young Bikolanos. He saw them as shoots that could thrive fully and make their motherland better and brighter if they would have the opportunity to do concrete things

He was an active reformist since his younger years. He believed in actively changing things for the best while fighting for the right at all cost in the name of fair play, decency, and honor. He believed that dreams for his beloved country, like hope, must not die.

Like all great men, Raul S. Roco passed away without seeing his dreams for his country realized. Yet, his dreams did not die with him for “Dreams never die.” His legacy will continue for as long as young Filipinos particularly the young Bikolanos believe as they continue living and doing their dreams to make this country become “a creative people in a self-reliant nation united under one God” a living reality as Raul Roco envisioned it to be. Then like him, generations of Filipinos can dream on, hope on and live on.

OBJECTIVES

The Raul Roco Youth Achievement Awards (RSRYAA) is instituted with the following objectives:

First, to honor the life of one Filipino, Raul S. Roco, who having sowed the seeds of change and believed the Filipino is good, honest, hardworking, heroic, and honorable lived his life serving his people with grace and wisdom, and loving his country to his death.

Second, to recognize the important role of the youth in nation-building. Raul Roco said, “the youth is called to serve their country not tomorrow but today.” They should involve themselves and participate actively in the affairs of the country.

Third, that the winners will serve as role models of leadership in community service. The impact of harmonious cooperation, strategizing and implementing a solution to a particular problem currently affecting the community where they live or work in, should result in a social transformation that will uplift the socio- economic, ecological, moral, and political situation in the area they have chosen to serve.

It is for this reason that in his memory, the Raul S. Roco Foundation, Inc. seeks to recognize the contribution of youth groups in the Bikol Region, whose achievements of service for the common good have been inspired by Raul S. Roco’s ideals and vision.

THE MECHANICS

Eligibility. Any number of members of a youth group, ages 15 to 25 years of age, who are school-based, or church-based, or barangay based, or organized out of school youth groups, officially endorsed by their head of school, or parish priest, or barangay captain, or the DepEd or DSWD for out of school youth, regardless of religion, sex, social status, ethnicity, ideology and political affiliation are qualified to participate.

The Project. The youth group will submit a proposal with an explanatory note regarding one specific identified problem in their community that they have decided to focus on solving using the 3 step Enquiry Methodology of SEE, JUDGE and ACT. (Annex A)
Time Frame
Only achievement within the given period of 6 months, February 26 to August 26 of the current award year will be considered in the judging.

Awards Day

Date - The award shall be given every Raul S. Roco Day (October 26), starting with the year 2007, and every Raul S. Roco Day of the year thereafter.

Place- The award shall be presented every year in Naga City, Republic of the Philippines

Composition of the Board of Judges

Board of Judges. The composition of the Board of Judges will come from the following sectors:

2. City Government of Naga
3. Archdiocese of Caceres
4. Academe
5. Media
6. Non-Government Organization
7. Local Government Units
8. Business

Chairperson of the Board- The chairperson of the Board of Judges shall be elected by the members of the board from among themselves.

The decision of the Board of Judges shall be final. Protests shall not be entertained.

METHODOLOGY

Methodology and Pedagogy of SEE –JUDGE- ACT

To help the participating groups to identify and address the problems of the youth especially in their communities this Methodology of See, Judge and Act is recommended for their use. Anchored on the belief that the youth plays a significant part in transforming the society on a bigger scale, the transformation that is expected is one rooted in the examples and challenges of the life and mission of Jesus, The Christ.

In order to be effective and efficient agents of change, the methodology introduced by Cardinal Joseph Cardjin, known as the See-Judge-Act method is recommended for the RSRYAA.

By focusing on discovering the root of evil practices in the society, referring to the specific community where they live, the first requirement is for each participant in the group to do a reflection of faith, a Review of Life. It ensures changes in one’s self, which will result in well planned, coordinated, and transforming actions that will influence and produce positive effects in the community which will ripple to change society as a whole.

This methodology empowers the youth with knowledge, commitment, and ability to actively participate, affirm, and love life and all life-giving and liberating processes. It also helps the participants to search for factual information, therefore, be more objective in assessing the situation. When an action is clearly conceived by the youth group, they identify with its results.

From its initial stage, the methodology seeks to enable them and others to appreciate the meaning of decision-making in their own lives.

This methodology uses Review of Life and the Enquiry System. The object of the enquiry is to change the character of the individuals first, then change others. The process is the simple and natural one of:

SEEING the environment
as it is - accurately and realistically. Gather facts.
Be as objective as possible. Search for the causes of the said observation.

JUDGING the same environment chosen as it should be and comparing the observed standards with those of Christ. What Gospel values are present? What Gospel values are
missing? What Gospel values are violated?

ACTING to improve the actual observed standards until they conform with the standards of Christ. In short, how will you change what is to what it should be.

The methodology is called Social Enquiry when applied to society while it is called Review of Life when applied to individual.

The ACTION Plan should be SMART-V, which stands for : Specific in nature, Measurable, Attainable, Realistic and Time-bound. Value driven, virtue inspired.

It is the ACTION that counts. Hence, even though it touches only one aspect of the environment, it is important for the environment to change little by little and not necessarily all at once, but the change achieved should be maintained and sustained.

GUIDELINES FOR THE 1ST RAUL S. ROCO YOUTH ACHIEVEMENT AWARDS

RATIONALE

People say that RAUL S. ROCO (1941-2005) could have been the best Philippine president we ever had. He exemplified honor, honesty, and hard work in public service as Education Secretary (2001-2002), as Senator (1992-2001), and as Representative, 2nd District, Camarines Sur (1987-1992).

He believed in the young Filipinos especially in the young Bikolanos. He saw them as shoots that could thrive fully and work for a great country with a great people if given the opportunity to do concrete things.

He was an active reformist since his younger years. He loved changing things for the best while fighting for the right at all cost. He always said that dreams for his beloved country, like hope, must not die.

Like all great men, he died without realizing his dreams for our country. Yet, “dreams never die,” his legacy will continue as long as young Filipinos particularly the young Bikolanos believe in making “a creative people in a self-reliant nation, united under one God” a living reality as he envisioned it to be. Then like him, generations of Filipinos can dream on, hope on and live on.

OBJECTIVES

The Raul Roco Youth Achievement Awards (RSRYAA) has the following objectives:

1. To honor Raul S. Roco for sowing the seeds of change and in believing that the Filipino is honorable, honest, and hardworking,

2. Recognize the role of the youth in nation-building. He often said that “the youth is called to serve their country not tomorrow but today.” They should involve themselves and participate actively in the affairs of the country.

3. The winners will serve as role models of leadership in community service. The impact of cooperation in implementing a solution to a particular problem affecting their community should result to social transformation in the area they have chosen to serve.

It is for these reasons that the Raul S. Roco Foundation, Inc. together with the City Government of Naga, seeks to recognize the contribution of youth groups in the Bikol Region, whose achievements of service for the common good have been inspired by Raul S. Roco’s ideals and vision.

MECHANICS

Eligibility – Any youth group, ages 15 to 25, who are school-based, church-based, barangay based, or organized out-of-school youth, officially endorsed by their school head, parish priest, barangay captain, DSWD respectively, regardless of number of members, religion, social status, ethnicity, and ideology are qualified to participate.

Criteria – evaluation shall be based on the following:

40% - Substance of Service – the degree of uniqueness/originality of programs/projects/activities to the community
30% - Impact of Performance – the extent the programs/projects/activities benefited the community
30% - Cohesiveness of Action – the level to which group members positively influenced each other
Timeline – only existing programs/projects/activities for at least six (6) months prior to October 26 of each year shall be qualified. The youth groups are encouraged to focus on identified problems in their community that they have decided to act on solving.

April 26 Deadline for Submission of Applications.
May 26 Qualifying applications will be announced.
August 26 Site Visitation of Judges to select 10 Semi-Finalists.
September 26 Interview and Final Judging of the 5 Finalists.
October 26 Awards Night of the 5 Winners.

Incentives

1. All Finalists will receive a trophy designed by National Artist Salvador Bernal
2. The Best Youth Group will receive a cash prize of P30,000.00
3. Consolation Prizes of P5,000 each for the four (4) Finalists

Term of Awards

Application Forms are available at the Raul S. Roco Library, City Hall Compound, J. Miranda Avenue, Naga City (Landline: (054)472-70-95/email: library@naga.gov.ph), or at your school head, parish priest, barangay captain, DSWD office. Or better yet, download all pertinent documents at www.naga.gov.ph website.

The award shall be given every Raul S. Roco Day (October 26), starting with the year 2007, and every year thereafter. The award shall be presented in Naga City.

Board of Judges

The Board of Judges shall be composed of persons of integrity, credibility, and competence from the following sectors:

One (1) from the Raul S. Roco Foundation, Inc.
One (1) from the City Government of Naga
Two (2) from the Non-Government Organization
Two (2) from the Business Sector
Three (3) from the Print/TV/Broadcast Media

The chairperson shall be elected from among themselves.

The decision of the Board of Judges is final.
